(English below) Was der Film von Channel 4 in erschütternder Weise dokumentiert, ist auch Gegenstand eines offiziellen Reports, den die Vereinten Nationen am 25. April dieses Jahres veröffentlicht haben. Darin kommt ein von UN-Generalsekretär Ban Ki Moon eingesetztes Expertengremium zu dem Schluss, dass sich vor allem in der letzten Phase des 2009 zu Ende gegangenen Krieges beide Kriegsparteien offensichtlich schwerer Kriegsverbrechen und schwerer Verbrechen gegen die Menschlichkeit schuldig gemacht haben. Im Brennpunkt des Reports stehen die wochenlangen Angriffe der srilankischen Armee auf die sog. „No Fire Zone“ um die Küstenstadt Mullaithivu, durch die nach Schätzung des Reports 40.000 Menschen den Tod fanden – Channel 4 hat dafür den Begriff der „Sri Lanka Killing Fields“ gebildet.

Die Regierung in Colombo streitet den Befund des Reports ab und beharrt auf ihrer Darstellung, eine „humanitäre Rettungsaktion ohne zivile Opfer“ durchgeführt zu haben. Die tamilischen Rebellen können zu den ihnen zur Last gelegten Verbrechen – gewaltsame „Nutzung“ der Zivilist/innen als „menschliche Schutzschilder“, gezielte Tötung von Flüchtlingen, Tötungen durch Selbstmordattentate, Zwangsrekrutierungen – nicht mehr Stellung nehmen: Viele ihrer Kämpfer/innen und sämtliche Kommandant/innen sind unter den Opfern, eine hohe Anzahl in Gefangenschaft gefoltert und rechtswidrig hingerichtet: auch dies im Film zu sehen auf Channel 4.

Die Vereinten Nationen fordern jetzt eine offizielle internationale Untersuchung, die srilankische Regierung verweigert das. Eine entsprechende Entscheidung kann nur der UN-Sicherheitsrat treffen, in dem Länder wie China und Russland die Srilankische Regierung decken. In Deutschland aber besteht insoweit ein ganz besonderer, dringlicher Handlungsbedarf, weil er einer der mutmaßlichen Hauptverantwortlichen der Killing Fields, Generalmajor Jagath Dias, völlig unbehelligt in Berlin lebt und arbeitet: als stellvertretender Botschafter Sri Lankas, mit vollem Wissen der Bundesregierung. Deshalb geht es hier, in unser aller eigenstem Interesse, um das Verhältnis der Bundesrepublik zu einem der weltweit schwersten Verbrechen gegen die Menschlichkeit. (English Version) What is harrowing documented on the Channel 4-film is also subject of an official report released by the United Nations on April, 25th. this year. In this report a panel of experts mandated by UN-General Sectretary Ban Ki Moon came to the conclusion, that in the last phase of the war in Sri Lanka (ended in 2009), both war parties have committed severe war crimes and severe crimes against humanity. The report focuses on the the Srilankan army’s attacks – lasting for weeks! – on the so called “No Fire Zone” around the town Mullaithivu, causing the death of at least 40.000 people – by Channel 4 named as “Sri Lanka’s Killing Fields.”

The Government in Colombo deny the report’s conclusions and insists that she’s only carried out a “humanitarian rescue action” with no “civilian casualities”. The Tamil rebels cannot comment on the crimes they are accused for (to use civilians by force as “human shields”, targeted killings of refugees, killings by suicide attacks, forced recruitments) – for the simple reason that many of the fighters and nearly all of the commandants are dead themselves, many of them tortured and illegally executed, as shown in the channel 4-film. Strongly rejected by the Srilankan Government, the United Nations now are demanding an official international enquiry. But a decision can only be done by the UN-Security Council, where countries like Russia and China are backing the Srilankan Government. the The international public at the moment has no choice to achieve an enquiry like that, this can only be done by the UN-Security Council.

But in Germany there is a very special urgent need for action. One of the highest commanders of the Srilankan Army, alleged main responsible for the Killing Fields, Major General Jagath Dias, lives and works in Berlin, as Deputy Anbassador of Sri Lanka, in fully awareness but completely unchallenged by the German Government. Therefore for us here, in our own interest, the very relation of the Federal Republic to one of the most horrific crimes against humanity worldwide is at stake.
